Utah governor calls for even bigger cut in state sales tax as lawmakers get details of new reform plan

Utah Gov. Gary Herbert said Thursday it is "time to give back to the people of Utah" by shaving the state sales tax rate even lower than what's called for in new tax reform legislation.
