Utah Gov. Gary Herbert urges boaters' help in quagga fight

Every single registered boat owner in Utah received a written plea from Gov. Gary Herbert over the last several weeks urging proper boat decontamination in the fight to stop the spread of invasive mussels. Low water at Lake Powell is making it worse.
